Resource Conservation and Development Week WHEREAS, the Resource Conservation and Development Program is a partnership between local people and the agencies of the United States Department of Agriculture established in 1964 to conserve and utilize natural and human resources to solve locally identified problems; and WHEREAS, there are currently nine RC & D councils in Alabama; and WHEREAS, each RC & D council consists of at least three members, a county commissioner, a soil and water conservation district supervisor and an at-large council member chosen by the county commissioner and the soil and water district supervisor; and WHEREAS, the nine councils of the Resource Conservation and Development Program in Alabama are: the Alabama-Tombigbee Council, the Cawaco Council, the Coosa Valley Council, the Mid-South Council, the Northwest Alabama Council, the Gulf Coast Council, the Alabama Mt. Rivers Valley Council, the Tombigbee Council and the Wiregrass Council; and WHEREAS, the Resource Conservation and Development Program envisions vibrant Alabama communities in harmony with the environment by allowing local leaders decision making authority in project selection; and WHEREAS, Alabamas RC & D councils depend on the leadership abilities of the local people and the unique skills the community leaders possess; and WHEREAS, they are committed to protecting, enhancing and developing our states natural and human resources: NOW, THEREFORE, I, Bob Riley, Governor of Alabama, do hereby proclaim September 20 through September 26, 2009, as Resource Conservation and Development Week in the State of Alabama.
